Black Hills Community Economic Development
Based in Rapid City, Black Hills Community Economic Development is an organization of business and civic leaders from 15 western South Dakota communities, committed to working together in strengthening the local economic climate.
One of its primary missions is to administer SBA 504 loans to small business owners buying property. The US Small Business Administration 504 Loan program is designed to provide financing for the purchase of fixed assets, which usually means real estate, buildings and machinery, at below market rates.
One of six Planning and Development Districts in South Dakota, the Black Hills Council of Local Governments serves local government entities in nine western South Dakota counties. The Black Hills Council provides professional planning services to our member communities. Its role is broad and dynamic to reflect the changing needs of member communities. However, the primary purpose of our work always remains the same: to enhance the quality of life for the people of western South Dakota.
